Project Goals and Outcomes

The aim of the project is to provide an objective and qualitative assessment of the achieved level of protection of hybrid human rights in the legal system of the Republika Srpska, as well as to offer legal, institutional and implementation models that are based on contemporary theoretical understandings and scientifically based findings.  This would significantly enhance the quality and effectiveness of the process of transposition of international standards in the field of protection of hybrid human rights through procedural aspects of transposition, including monitoring of the implementation phase.

The project also aims to promote evidence based policy making concept, as a sustainable model of improving the quality of public policies and engaging the capacity of the scientific community in the realization of strategic priorities of the Republika Srpska.
Based on three key elements in the use of evidence-based policy-making: (I) the policy-making process; (II) the content of public policies; and (III)  results of their implementation,  the ambition of the project is to provide an objective, qualitative assessment of the achieved level of protection of hybrid human rights in the legal system of the Republika Srpska, but also to offer legislative, institutional and implementation models, based on modern theoretical understandings and scientifically based findings.  This would significantly enhance the quality and effectiveness of the process of transposition of international standards in the field of protection of hybrid human rights through procedural aspects of transposition, including monitoring of the implementation phase.

Activities

- By analyzing the reports and recommendations of the European Commission and other relevant, especially contracting authorities in charge of monitoring the implementation of international agreements in the field of human rights, the aim is to identify hybrid human rights whose implementation in the legal system of the Republika Srpska, and within the process of European integration of BiH, represents a special challenge.

-  Comparative analysis of the legislative and institutional models of protection of these rights in the legal systems of member states and candidates for EU membership, the doctrinal interpretation of each of the identified rights, analysis of the current status of implementation of each of the identified rights in the legal system of the Republika Srpska.
 - Analysis of the process of development, implementation, monitoring and evaluation of public policy documents  that have as their subject the implementation of human rights in the legal system of the Republika Srpska.
